The Metra Electric is the smoothest, quickest way to get from the Loop to the Museum Campus area, but it's not well used for that purpose--people who already have CTA passes are likely to use a bus to get there instead of paying $2.75 to buy a Metra ticket.

If Metra made all trips in the zone between Millennium Station and 18th Street free, some people would choose to take the train rather than a taxi or drive. Since the train is immune to traffic jams, this would allow riders to avoid street congestion caused by rush hour, a festival in Grant Park, or an event at Soldier Field. And as a practical matter, Metra would forgo very little revenue--most conductors don't bother checking tickets until the train is south of 18th Street anyhow.
