I like the idea here. The ice rink would be great during the winter, but would need to be operational later into the winter than the rink last year at civic center, and be larger. It would need to house a skate rental, restrooms, and snack bar, or allow for vendor space. During summer, the space could be used for 4th of july, open air concerts, maybe some basketball courts or other sports/activity related facilities such as rollerblade rental.

Yes, such a facility as they have in Valparaiso, IN. is just that. ..they offer skate rental, lessons, snacks and because its a true refrigerated rink, the ice is independent somewhat of weather. In other months it does serve as you suggest as open air concert space, roller blade nights, etc.
