This I think, while expensive, would be the most impactful of the large-scale proposals. Implemented correctly (dedicated right-of-way [like taking over the underutilized busway], signal priority where street-running, etc.), this realization of the old Circulator plan would reshape how Chicagolanders and visitors to town get around the Central Area.
