I would help initiate a collection/drop off point near by my SW Adams building and should be planned with current street and sidewalk upgrades to implement area for this and general bike lanes and public use locking racks.
This is a movement seen in other big cities across the nation. It's utilized not only by residents, but also visitors/tourist as well. This promotes a clean mode of transportation and will attract young people to the city and show that Peoria is a community for cyclists.
