Provide a free, hop-on/hop-off trolley in the downtown that runs 7 days a week, from 6:00 AM - 12:00 AM. The vehicle should stop at any designated stop every ten minutes or less. This would allow people to live and work downtown without the need of a car, reduces the demand for parking, provides convenient transit throughout the downtown to encourage the downtown workforce to stay in Peoria for lunch.

I would suggest this to be a trolley on a rail system, similar to what Peoria had up to the middle of the last century. Oklahoma City, OK is re-incorporating a trolley rail system throughout their business district as so many other cities still have a continuous system such as Little Rock, AR. and New Orleans, LA.

This works incredible in Columbus Ohio.
