I believe the question should be "Should residences be limited to the 2nd floor in the Office District or can they exist on the lower stories?" Currently, and as proposed in the Zoning Ordinance revision, dwelling units are encouraged to be located above the 1st floor of a permitted office use to create mixed use buildings. However, can residences also be permitted on the 1st floor as long as a percentage of the ground floor is used for a permitted office use? What percentage is appropriate maximum 50% office 50% residential? Maximum 25% residential on ground floors?
