With decreasing revenues and increasing demand for public services, the City is challenged to meet the evolving needs of citizens. Could an interactive mobile application, similar to the Uber technology platform, be leveraged to provide on-demand assessment and service to users by matching citizen requests to available municipal staff, contractors or trained volunteers? Could Peoria develop a new service model and expand the Peoria Cares App to tap into human capital to meet those needs in a smarter way?

The UBER model is a brilliant way of connecting 'needs' directly to 'resources' - it also offers a simple way to rate the performance of the 'resources'
-Offers anyone who has a need to request action with little effort to do so
-Optimizes the best qualified 'resource' to getting the action resolved
- Allows for transparency in providing services
