I think it would be cheaper and easier to build a connection between the McPier busway and the Loop BRT lanes than to build a tunnel for the Metra Electric.

There is no good way to get from the proposed Loop busway to the McCormick Place Busway without looping north and around the block to the ground level from Michign Avenue. Use Columbus Drive. The alternative is to use Canal-Clinton between Ogilvie or Union Station and Roosevelt.
Scrap the McCormick Busway for room to extend the Gray Line underground up North Michigan Avenue, putting most hotels within convenient walking distance to trains to the museums and McCormick Place.
