This is a great idea. In bigger cities like in New York and Seattle, these Piers also are wide enough to allow vendors. In Seattle, they sell smoked samon and other local favorites, as well as craft made items and birthday balloons.

This could add fishing and just a place to sit and enjoy the riverfront. The biggest problem with downtown is the lack of people unless there is a festival going on.
