Owens Center seems to satisfy the year-round demand and PNC Winterfest has been a nice addition for the months when outdoor ice can be realistically maintained. Unused space on the riverfront would provide expansion potential for PNC Winterfest (although doesn't provide wind cover of Civic Center Plaza).

With the success of the PNC Winterfest, I could see this being a great location for an ice rink.
