Sounds great. But, freeloading isn't going to pay for ALL the entertainment and the enormous cost to set it up and provide public safety. The City of Peoria's experiencing recurrent budget deficits and the private sector is still eliminating thousands of high-paying industrial jobs with disposable income. If locals want such concerts, we'll just have to continue to pay for it.
