Create a small partially-covered pier jutting out into the river that could act as a shared space for Spirit of Peoria riverboat docking, an access point to the small riverfront marina, viewing deck of the river or Peoria skyline, and recreation such as bird watching or fishing. Could also have an integrated covered bus stop for public transportation access and a drop-off point with possible valet parking for boat tours and fishing charters.

This might be my favorite plan so far! Seems very feasible.
