Owens Center seems to satisfy the year-round demand and PNC Winterfest has been a nice addition for the months when outdoor ice can be realistically maintained. Unused space on the riverfront would provide expansion potential for PNC Winterfest (although doesn't provide wind cover of Civic Center Plaza).

Great idea. The temporary ice rink (I think sponsored by PNC bank?) this past winter was a ton of fun and brought my family downtown several times that we would have otherwise stayed home. Hope it can be done again for years to come.
