In 2002, the City of Peoria worked with numerous stakeholders city-wide and several external consultants to develop the Heart of Peoria Plan, an ambitious form-based code affecting over 8,000 acres of the City of Peoria. Numerous areas were targeted for municipal investment and redevelopment, including the Renaissance Park area, the Sheridan Triangle Business District and the Warehouse District. The Heart of Peoria Plan stressed what is often referred to as "new urbanism", a style of urban development that encourage denser living and work environments that tend to reflect early city planning and development around pedestrian and non-motorized nodes of transportation rather than typical mid- and late-20th Century automobile-centric design and planning.
