I agree with this wholeheartedly, HOWEVER, it needs to be accompanied by a parking surveillance similar to cars, where bikes which have been parked for days are marked and then removed. I live right downtown and there are bikes that have been locked to the existing racks for literally years and are never moved. Those need to be taken away to make space for active users.
