Similar to Portland, Savannah, Cincinnati and Toronto, to both help finish out development of the South Loop / Near South Side, and to connect people to the Museum Campus have streetcar circulator system that both serves the South Loop, and creates direct connection to Museum Campus. The cost for street car systems is significantly cheaper than Light Rail or full CTA stations and creates a distinct destination anchor for the South Loop. The smaller public investment would create 5 to ten-fold private investment and could be cost neutral in 5-10 years. It also allows
growth to future Bronzeville developments

Initial major arteries on Wabash, Canal, Cermak, Roosevelt, 18th or 16th, would transform these lesser used streets while still allowing State and Michigan for bus use.They could also link the Green Line station at Cermak with McCormick Place, Roosevelt, and Northerly Island.

Planners need to think of the South Loop and Near South Side as it's own little city with potential for growth and self sustainability of transportation systems.
